         Every one knows life is a gamble; however, it seems literal in the game of chances. It’s try till you succeed. Where there is a will there is a way. Some people have proved themselves in this. A gentleman in Kentucky, whose name is Stephen Edbrooke, won a whooping $ 400,000 million some years back. Besides he managed to invest wisely and today lives life King size.

           One should however not go into a trance after hitting a jackpot. This is the worse that could happen to anyone. Such an occurrence would make one a moron. It might even cost one his/her sanity. Its not in ones hands though, however one should make conscious effort to avoid problematic situations. Refrain always from any form of a high. It’s a different issue though, if have to intake something to get normal. Whatever you do, do it your head in the right place. If it’s elsewhere woe be gone, you have had it. A bad result has had a diabolical effect on many. Such situations could be avoided if one has a trustworthy friend who does not indulge in the game of chances, however the result might turn out to be.

        Always be all alerts, while indulging in the game of chances.Infact, it is the requirement of the game. If the happenings are making you brood, all the more you would need a genuine shoulder to lean on. However, if it turns out to be otherwise a friend would help in making the right assessment. For instance let’s assume, you happen to be the lucky one, wouldn’t it be great to have a dear one besides you. Otherwise you would end up partying alone literally, with strangers and quite obviously you won’t see them again. Always remember, nobody knows you when you are down and out. A genuine friend becomes indispensable in such an event.

    Precursor

        Experience does count a lot, especially in the game of chances. An old hand at the game would be very assertive at times. For such a person no literally means no. So being assertive at times pay, and continues to pay if you remain assertive. The advices offered by these grey beards are after much forethought. So lending a ear at times to these veterans does pay dividends. They may elaborate it and say, however at times they make sense. After all they haven’t dyed their hair. They have learnt it the hard way, and if you are wise enough you could learn from their experience. However if you too want to learn it the hard way, go ahead by all means. Betting on the odds involved a kind of partisanship,in which hostility was socially acceptable. The entertainment was a brutal one.  Antagonists fought until one submitted or was knocked unconscious. Fights could last for a very long time. One battle between two heavyweights at Notown, near Greymouth, lasted more than three and a half hours, over 175 rounds. 'Gentleman George', an Oxford educated miner, became a pugilistic legend on the West Coast. He was a softly spoken, brawny giant who loved to quote Shakespeare as he went, smiling, into his many battles. His 1871 fight against the Blake town publican Horsington lasted nearly two bloody hours before police intervened, much to the disgust of the assembled punters.  During the same decade, future Premier Dick Seddon ran a store and butcher's shop at Big Dam, overlooking the Waimea Creek. He was generous in advancing money to miners but on one occasion Jack Kilean, a volatile Irishman of intemperate habit, disputed his account. After some mutually traded abuse, a fight 'to the finish' was arranged on the grass outside Seddon's shop. Both were experienced pugilists. Seddon had previously defended 'English' honour, while Kilean was a bare-knuckle expo¬nent who had brawled his way through the Victorian and Otago goldfields. Each had his backers in a contest that lasted a brutal 45 minutes; by round fifteen both men were bloody and unrecognizable. Each then struck blows simultaneously, or so the legend goes-Seddon to the chin and Kilean to the heart. Both fell. The contest was declared a draw and the betting men lost on this indecisive result. When the combatants were revived they left the ring together, entered Seddon's store, settled the dispute and shook hands, smiling.Wrestling at the time followed a similar format: a crude ring, a minimum of rules and the loser surrendering only when he could no longer continue. Antagonists stripped to the waist in makeshift rings in the dusty back streets of working-classurban areas or in goldfields settlements. In Tuapeka at the height of the gold boom there were three rings, each attached to a hotel; when he grappled against two opponents in the town in 1868, Tyson, the New Zealand 'champion', drew a crowd of more than 1,000 people.  As with billiards and boxing, local speculators and overseas agents saw money-making opportunities in matching wrestlers and arranging suitable handicaps and contrived odds. The most eminent visitor was Scottish wrestler Donald Dinnie, who throughout the 1850S and 1860s was described as either 'World Champion Wrestler' or the 'Strongest Man in the World'. When he came to New Zealand in 1883 he was well past his prime, but still fought and gambled with confidence as well as competing in athletic events at Highland Games. Dinnie was professional theatre. An engaging raconteur and astute at self-promotion, he was a natural and talented performer who was able to cash in on his legendary status.  Pedestrianism (which included both walking and running races) contained all the elements of high drama during its 1870S heyday. Much of the activity was indoors. Thousands packed smoky halls to ogle at pain-wracked or vomiting athletes as they tried to beat an opponent or better a time in order to satisfy the demands of an aggressive promoter or greedy agent.  The sport was unforgiving and tested the body to the limit, especially in the long-distance events. The challenge to ego-and the chance to win fame and large amounts of money-was once again the driving forces, the raison d'etre for the sport's survival and popularity.  The founding father of pedestrianism was Foster Powell, a London clerk, who in 1764 covered the first ten miles of a wagered 50-mile run in under an hour. By the 1820S pedestrianism was well established as Britain's most popular and profitable spectator sport. But there was chicanery afoot. Some of the organizers were unscrupulous 'ropers' (race fixers), who arranged false odds and bribed contestants to lose. By the 1860s the sport was in disrepute, losing its aristocratic patronage and becoming middle class, as university men filled the void, attempting to promote athletics as a respectable, amateur pursuit. There was no overt skulduggery in the sport in early New Zealand, where foot matches were first organised in the 1850s, preceding horse racing in some areas. At the height of the Tuapeka gold rush, foot races were the most popular event on athletic programmes and betting was heavy. Such races rivaled boxing in spectator appeal and also became a popular way of settling personal challenges.

The amount which a player gets differs from state to state. New Jersey has no state tax on lottery winning. On October 19th 2005 the West and the Chaney family from Oregon won the Power ball Jackpot. The prize money in the annuity plan was more than $340 million, though the lump sum money was much less than the Mega millions.

    The records of various jack pot prizes paid in the US are as follows:-
    * On February 16 2002 the $193 million were shared between three ticket holders. On June 23rd 2001 Mr. A Castellano won $141 million as the Jack pot Prize.
    * The jack pot of $130 million for Millennium Millions was shared between two winners J Ely won $100 million jackpot prize for the Millennium millions on December 31 1999.
    * $115.6 millions was divided between 14 players for The super 7 games on April 1989.After a scandal in the Super 6 game the Super 7 was discontinued.
    * $106.5 million was shared between six winners on September 1990 in Florida.
    The lump sum amount and the annuity value amounts differ upon interest rates and the number of installments. The largest Hot Lotto jackpot was obtained by John Hall of Iowa on January 13th 2007 .John obtained $11.9 million.

    Who does not want to earn money with out effort? Lottery is the best way to know your fortune. Every year billions of dollars worth of lotteries are sold in the US.
    The early Chinese used lottery to fund their massive great wall of china. States used lotteries to fund their war efforts or to tide over famines. Lottery has come a long way since then. The lottery was started to obtain funds for various social projects such as education, health schemes and other activities. These lotteries are run by various state organizations, charity organizations, the church or social welfare organizations. The lottery is the fourth largest earner of revenue of the state. The best thing about lottery is a major portion of the money collected goes for various schemes and a very minuscule part is taken by the organizers. 

    Lottery Act
      

    All lottery are governed by the lottery act which stipulates that 84% of the collected funds should be returned to the public 50% of this should be in the form of prizes and 34% should be spent on various welfare schemes. The administrative expenses should not be more than 16%.
     
     Californian lottery history
     

    On 6th November 1984 the citizens of the city of California passed the California Lottery Law bringing a revolution in the Lottery business in California.. It became a member of the multi state lottery on 22nd June 2005.The “New Hampshire Lottery” which was a forerunner of the Californians lottery paid back 35 cents for each dollar invested by the players. Lottery tickets first started to be sold in the streets of New York on June 1 1967.
    The New York State lottery was priced at $1 and the draw was conducted every month. For every million tickets sold the lottery gave 15 mega prizes and 225 smaller prizes. A once a year free drawing was also held to evoke interest in the lottery the year round. The payment of lottery bounty was spread over a period of 10 years to save taxes for the winners

    The Draw 

    The New York lottery draws were unique in a sense that the draws are based on a horse race in California. Later the winners were taken out from a combination of round glass bowl drawing. The lotteries sold in the early 70’s choose a winner by a six digit number obtained from different draws. The format of California lotteries was so popular that neighboring states also followed suit. This led to a reduction in sale of Californian lottery sales. To make for the loss of sales the daily lottery was started. Tickets of daily lottery are sold till 3.55 PM and the draw is held at 4.00 PM. The California Daily lottery was not very successful because of its small prize money. Another feature of the Californian lotteries was the prize money varied according to the sales of the tickets.
      

  • SCARNE

             What follows is my proposed triple-action  lottery  plan, the first such lottery plan in the world, which will greatly increase and possibly double a state’s yearly lottery revenue. My original Twenty Numbers, a lottery-type contest produced by Marden-Kane, Inc., was the first lottery-type ticket printed by computer. Twenty Numbers preceded New Jersey’s successful state lottery by several years. In fact, the basic format of the New Jersey state lottery appeared first in the original edition of my Scarne’s Complete Guide to Gambling in 1961.  

         In spite of its early success, the state prize award structure used by New Jersey and copied by various other states can stand considerable improvement to help increase ticket sales. The faults I find with the present-day state lotteries

                   There are too few big prize awards (winners) to satisfy the average ticket buyer.
              
               A $50,000 first prize is fine, but the 90% drop from $50,000
    $5,000 for second prizes and the 90% drop from $5,000 to $500 f third prizes and still another 90% drop from $500 to $50 for fourth prizes does not make for a good lottery. In most foreign government run lotteries, the percentage drop from one prize to the next low prize is seldom more than 50%. My proposed weekly prizes are: $50,00 first prize, $20,000 second prize, two $15,000 third prizes, two $ 10,00 fourth prizes, etc.      

                  In addition to the weekly drawings and in an attempt to stimulate ticket sales in the state lottery, states run an additional drawing every several weeks at the discretion of the state lottery commission these are called “Bonus drawings,”“50 Millionaire drawings,” oz “Super drawings,” depending on the state in which the lottery is held. These additional Bonus drawings fail to achieve their purpose of promoting additional ticket sales because the method of determining the tickets eligible for these drawings eliminates about 98% of the tickets at the very outset. Here is an example of what a lottery-ticket buyer must go through in order to enter a Bonus drawing.       

               To enter a Bonus drawing, a ticket holder must first match the first two digits or the last two-digits of the six-digit weekly winning number. Then he must watch the newspaper for an announcement of the semifinal drawing in which a three-digit number randomly drawn will appear. If his last three digits match the semifinal number, and if his first or last two digits make him eligible in the first place, he is eligible to enter the Bonus drawing.    
          
              This is a complicated procedure for the average lottery-ticket buyer to follow and results in player lack of interest. Under my proposed triple-action lottery plan, weekly tickets still sell for 50 cents and a state may make use of its own format in determining the winning prize awards.
     

          
              Each 50-cent ticket has a chance to win three different prize awards in three different drawings. In short, it is possible for a 50 ticket to win (1) the weekly $50,000 top prize; (2) to win the monthly top prize award of $5,000; and (3) the giant sweepstakes with a top prize of $250,000 to $500,000 or more, depending on the total number of tickets sold during the month
    .

    About 189 out of the 18,999 tickets entered will receive $100 for having the last two digits of the serial number match the last two digits of the three-digit semifinal number. The odd of this occurring is about 1 chance in 5,200.
        

        The chances of being entered in the 5Oçz Millionaire Lottery are about 1 chance in 52,000.     

        The chances of winning the $1 million grand prize in the 50 Millionaire Drawing is based on the number of tickets eligible. If 25miffion tickets are eligible, the chance is about 1 in 25 million.    

       The chances of winning $100,000 to $1 million is about 1 in8,333,333. The chance of winning $10,000 to $1 million is about 1 in 100,000.The chance of winning $500 to $1 miffion is about 1 in 47,428.In all other state lotteries making use of the New Jersey format, the odds are about the same.     

         Most of the states that have lotteries now follow a version of the New Jersey plan. For example, early in 1972, New York switched its lottery format to that of New Jersey’s. Prizes are: $50,000 for matching all six digits, $5,000 for matching the last five digits (this is $1,000 more than New Jersey pays), last four digits wins $500, last three digits wins $50; and tickets matching the last two digits automatically become eligible for a later bonus drawing, somewhat similar to New Jersey’s 5Oçt Millionnaire drawing.
         

        
    Under New York State’s lottery law, receipts are divided up in the following manner: 45% for the state, 40% for prizes, and 15% for administration costs.
